Midwest Engineering Associates, Inc. provided Landscape Architecture / Civil Design for the new Civic Complex, which included the new Fondulac Library and City Hall in the new Levee District. The work included civil design for a 125+ space parking lot, complete with a drive-thru book drop and drop-off area, along with the design of a new storm sewer system, utility service lines (sanitary, power, cable, telecommunications, water), sidewalks, and landscape architecture.

A portion of the new storm sewer system included the use of bio-retention basins with native plants and landscaping. The landscape architecture services included the design of an irrigation system for an adjacent park like lawn area, along with unirrigated landscaped areas around the building complex consisting of native plantings.
